Wash water

Is it legal to toss out a bowl of water you used to wash hands or use a pump shower on BLM land?  Reading the rules seems confusing.   
If you dilute urine container with water and water a bush, is that legal?  Or should you dig a hole to put it in?

In addition to the rules, also consider what you may discover when arriving at a new camp and how this affects your stay. A hole for a basin of wash water that then is filled & covered which then leaves no sign/no trace is as appropriate as cat-holes that are dug in the backcountry, if done properly & with the consideration of the person(s) that will be there next.

I'm thinking more along the lines of a van dweller.  I have water in gallon jugs that I pour over my hands or sometimes into a bowl so I can use it again to wash off my hands.  Or taking a little shower with a pump sprayer.  Or if I wash out some clothes in a bucket with a gallon of water and a bit of natural soap.   Not emptying a holding tank.

Technically, it doesn't matter a bit if it's a cup of water or 20 gallons, it's still all gray water.

In practice is a different story.

Something that isn't said a lot is that in the open desert, if you're intent on watering the bushes...don't! The bushes have adapted to the very dry environment and don't need a lot of water to survive.

The laundromat in Ehrenberg had so many people enthusiastically watering the plants out front with their cooler water that they killed a couple of the bushes.

If you must water the desert, then throw (disperse not drain) the water on open areas where it will soak in and make sure you're doing it at least a 100 to  150' from any water source.
