It goes without saying that nothing is foolproof. You just do the best you can and find a way to prevent the work-arounds as best as you can. For example, no car is theft proof, but with a few simple things you can move it from 10% safe to 70% safe. That is still a very, very good thing and worth doing.
Requiring a few proofs of ID prevent it from easily being done by everybody and moves it underground for only people who know the underground. That's still a very good thing. Then LEOs can focus there energy and attention on the underground where it should be.
